(a) All delinquent accounts for utility services shall be turned over to an attorney or collection agency for collection.
(b) A collection fee of $30 shall be added to all delinquent accounts for utility services to reimburse the city for administrative expense incurred in collection on the delinquent bill. This fee shall apply to any account turned over to an attorney or collection agency to effect collection for nonpayment.
