§ 15-103 BILLINGS; PAYMENTS DUE, SUNDAY/HOLIDAY/PAYMENTS.
   (a)   (1)   All billings for utility services shall be due and payable at the office of the City Clerk on the first day of each month and must be paid in full either:
         (A)   In the office by 4:30 p.m. on the sixteenth day of that month; or
         (B)   On-line (once this payment method becomes available) by 7:30 p.m. Central Time on the sixteenth day of that month, after which date it shall be considered delinquent.
      (2)   A late payment charge of 10% of the total amount due shall be added to any delinquent account prior to payment.
   (b)   When the sixteenth falls on a Saturday, Sunday or city designated holidays, all over the counter, drop box and mailed in payments will be credited without a penalty assessed when they are received either:
      (1)   In the office by 4:30 p.m. on the next day of regular business hours; or
      (2)   On-line (once available) by 7:30 p.m. Central Time on the next day of regular business hours.
   (c)   Customers have the right to a hearing before a designated hearing officer whenever the billing amount is disputed. The request for a hearing must be submitted in writing and filed with the City Clerk no later than three days prior to the date specified under division (b) above.
   (d)   The governing body of the city hereby authorizes the city to accept credit card payments from persons for utility fees or other city exactions. Only payments made by Master Card, Visa and Discover cards are hereby authorized. Any transaction involving payment by credit card pursuant to this section shall not be subject to the provisions of K.S.A. 16a-2-403, and amendments thereto. The governing body hereby authorizes the city to establish a fee to be added to each credit card transaction equal to the charge paid by the city for use of the credit card by the person. If the city imposes a fee for payments made by credit card, the city shall provide notice of such fee to the person making payment by credit card, pursuant to K.S.A. 12-16,125.
