(a) The Utilities Division Within the Department of Public Service shall be responsible for maintaining and operating the following city facilities:
(1) Electric production plant;
(2) Electric distribution system;
(3) Water wells and water treatment system;
(4) Water distribution system;
(5) Wastewater collection system; and
(6) Wastewater treatment plant.
(b) The City Manager shall appoint a supervisor to direct the maintenance and operation of each of the above facilities, or two or more of the above facilities, as required for the efficient and effective operation of the Utilities Division.
(c) The Utilities Division shall also be responsible for certain upgrades to the above facilities, as directed by city codes and policies.
