Any person making any excavations, openings or cuts in the streets, alleys, sidewalks, curbs, gutters or public grounds of the city without first complying with the provisions of this article or who violates any of the provisions of this article, shall be deemed guilty of a violation of this code, and upon conviction shall be fined in any sum not exceeding $100.
