(a) All excavations in any street and in any paved surface other than the street, as governed by this article shall be backfilled with dig-able, flow-able fill, having specifications in accordance with city standards, to the grade of the bottom of the adjacent paving material or, in the case of gravel streets, eight inches below surface grade. Excavations extending two feet or more beyond the edge of paved surfaces (to include curb and gutters) shall be backfilled with flow-able fill to 12 inches below the surface.
(b) Backfill using other materials shall be permissable for unpaved locations governed by this article, other than unpaved streets, where approved by the Director of Public Works or the Building Official, providing such backfill is compacted according to city standards. All excavated materials shall be removed by the excavator and disposed of in an appropriate manner.
