When the city has performed the backfill and/or surface restoration of the excavation, opening or cut, it shall submit a statement of the cost thereof, including charges for labor, materials and equipment used, to the person who caused the excavation, opening or cut to be made. Said person shall pay the sum to the city within 30 days after being billed therefor by the city. All such payments received by the city shall be placed in the city fund out of which the charges for labor, materials and equipment were paid.
