§ 13-107 BACKFILL AND RESTORATION.
   (a)   Where a person has made any excavation, opening or cutting in any street, alley, sidewalk, curb or gutter in the city, and it has been established at the time of issuance of the excavation permit that the city is to perform the backfill and restoration work, such person shall immediately notify the Director of Public Works as soon as the excavation is ready for backfill. The city will then proceed to fill the excavation, opening or cutting in such a manner as to place the street, alley, sidewalk, curb or gutter in a condition as nearly as possible like that which existed prior to the making of such excavation, opening or cut.
   (b)   Where it has been established that the person who made the excavation, opening or cut is to perform the backfill but not the surface paving or restoration work, such person shall immediately notify the Director of Public Works as soon as the excavation is ready for backfill. The Director of Public Works and/or Building Official shall then inspect the backfill materials and procedures used for conformance with city standards. Upon completion of the backfill, the city shall proceed to resurface the excavation to a condition as nearly as possible like that which existed prior to the making of such excavation, opening or cut. Backflow work shall then be warranted by the excavator for a period of one year.
   (c)   Where it has been established that the backfill and surface paving or other restoration work is to be performed by the person who has made the excavation, opening or cut, such as in the case of a curb cut, such person shall immediately notify the Director of Public Works and/or Building Official as soon as the excavation is ready for backfill, surface restoration materials, forming and procedures used, for conformance with city standards. The Director of Public Works and/or Building Official shall then inspect the backfill and surface restoration.
   (d)   No person who has made any such excavation, opening or cut, shall leave such excavation, opening or cut longer than is reasonably necessary.
   (e)   Restoration of paving materials for all streets shall only be done by city crews, or by a contractor approved by the city. If the work is to be performed by a contractor, work shall be warranted for a period of one year.
