No fireworks shall be discharged or fired in any public park, except that the governing body may issue special permits for fireworks displays on special occasions to civic or patriotic organizations or to public school officials, upon written application, only if the applicant agrees that such display shall be open to the public and subject to the supervision and direction of the Fire Chief.
