For the purpose of advising the governing body in matters pertaining to the operation, maintenance and improvements of a city park system and conducting a supervised recreation program, including recommendations regarding suitable rules for the conduct of the program, there is hereby established a Recreation Advisory Board pursuant to K.S.A. 12-1930. Such Board shall be appointed by the governing body of the city. No more than two members thereof shall reside outside the corporate limits of the city. Members shall serve upon such Board for the term for which they were appointed by the governing body to the Recreation Commission and upon the expiration of the term of any member, appointment shall be made to fill such position for a term of four years.
