The Board shall not have authority to levy taxes, make expenditure of funds not appropriated to them specifically by the governing body, to convey real estate or to lease real estate or personal property for any period longer than month to month or to contract any form of debt or to do any other acts not specifically set out under the terms of this article or any resolution made by the governing body.
