The Board of Trustees shall have the power to do all and everything necessary to properly conduct the hospital in accord with these ordinances and not inconsistent with the laws of the state and of the city. The Board of Trustees shall make and adopt such bylaws, rules and regulations for its own guidance and for the governance and management of the hospital, as it may deem expedient and required for the economical and proper conduct of the hospital, not inconsistent with the laws of the state and of the city.
