§ 1-301 CITY MANAGER; APPOINTMENT; QUALIFICATIONS.
   (a)   The administration of the city’s business shall be in the hands of a City Manager who shall be appointed by and hold office at the pleasure of the governing body.
   (b)   The City Manager shall be chosen on the basis of experience, communication skills and administrative ability. Choice shall not be limited by any residence qualifications.
