Nothing herein contained shall prohibit any property owner from installing a plumbing system within or upon a single-family residence wherein the owner resides; provided, the owner shall satisfy the Building Official as to his or her ability to install such plumbing system secure a permit, pay required fees, do work in accordance with this article, and apply for an inspection and receive a certificate of approval.
