The fee for a plumbing permit to erect, install, enlarge, alter, repair, remove, convert or replace any plumbing system, the installation of which is regulated by the International Plumbing Code, adopted under § 4-502 of this article shall be $25. Such fee is payable at the time the application is submitted for the plumbing permit, and the same shall be credited to the General Operating Fund of the city.
