Nothing herein contained shall prohibit any property owner from installing electrical wiring or equipment within and upon a single-family residence wherein the owner resides, provided, the owner shall satisfy the Building Official as to his or her ability to install such electrical wiring, secure a permit, pay required fees, do work in accordance with this article, and apply for an inspection and receive a certificate of approval.
