A building permit may be issued for any construction in newly developed areas or in areas presently developed within the city except that no occupancy of the construction shall take place and no certificate of occupancy permit shall be issued by the city building inspector until all required public improvements have been installed and such installation has been approved by the city building inspector. Public improvements include street, storm drainage, sanitary sewer, water and electricity.
