The fee for a building permit to construct, enlarge, alter or repair buildings and structures as regulated by the International Building Code, the International Residential Code or the International Existing Buildings Code adopted under §§ 4-301 and 4-303 and 4-305 respectively of this article, shall be $10 per 100 square feet of the ground level of the building or structure in the case of construction or enlargement, and of the total area upon each level of any alteration or repair. The fee herein shall be paid to the city upon obtaining a building permit and the same shall be credited to the General Fund of the city.
