230.05   MAYOR TO ADVISE COUNCIL PRIOR TO EXPENDITURE OF FIVE THOUSAND DOLLARS ($5,000) OR MORE.
   Prior to a regular or special Council meeting, Council shall be made aware, in writing, prior to the expenditure of five thousand dollars ($5,000) or more unless an actual emergency exists. In the event of an actual emergency, the Mayor shall attempt to contact all members of Council prior to the expenditure of such sum and present the expenditure at the next meeting, whether regular or special. This does not include normal operating expenditures such as utilities, payroll, or contractual matters, such as agreements which require periodic payments for garbage pickup, fire protection, and the like. This provision is primarily intended to cover expenditures for equipment or new items of which Council has not otherwise authorized.
