1650.05   ENFORCEMENT; REFUSAL OF INSPECTIONS; INSTALLATION ORDERS.
   (a)   The Building Commissioner shall have concurrent jurisdiction with the Fire Prevention Officer or the Fire Chief to inspect the installation of any smoke detector required pursuant to Section 1650.02. If, upon inspection, a violation of Section 1650.02 is found, the inspector shall issue a written notice of such violation to the owner requiring the owner to conform to Section 1650.02 within 30 calendar days of receipt of such notice.
   (b)   No owner shall refuse to allow inspection at reasonable times of dwellings by a duly authorized Village inspector.
   (c)   After investigating a fire in a dwelling that does not contain a smoke detector, the Village's investigating authority shall issue to the owner a smoke detection installation order. Failure to comply with such an order within 15 calendar days of re-occupancy of the premises constitutes a violation of this chapter.
