In the case of a conflict of laws between the Ohio Building Code and the Ohio Fire Code, the following guidelines are to be applied in this order:
(a) Where safety is directly involved, the safest law shall prevail.
(b) Where safety is not directly involved, the stricter standard shall prevail.
(c) Where neither safety nor strictness are apparent, the Ohio Building Code shall prevail.
