If, upon inspection the Building Inspector determines that any condition exists upon the land, premises, building or structure that constitutes a violation of any state or federal law or Village ordinance, or in the opinion of the Building Inspector constitutes a hazard or a condition adverse to the safety of the Village, the Building Inspector shall order the condition abated, remedied or removed. Such order shall be in writing directed to the owner, operator, lessee, occupant or person in charge of the property, premises, building or structure, or to the person in control of the property, articles, materials, goods, wares or merchandise, or to the owner thereof, as the circumstances may require. Such order shall be in writing signed by the Building Inspector or an authorized member of the Building Department and shall state with particularity the condition complained of and shall set forth steps to be taken to eliminate the violations or hazardous condition and the time period within which the condition shall be remedied.
