An imposition of a penalty as provided in Section 202.99 shall not preclude the Solicitor from instituting an appropriate action or proceeding at law or in equity to restrain, correct or abate the violations(s) of an order of the Building Inspector or his authorized representative or to prevent the occupancy of a building, structure or premises contrary to the provisions of this chapter.
