(a) All dilapidated accessory structures and/or buildings on any property shall be removed or rehabilitated. All accessory structures and/or buildings which are to remain shall provide weatherproofed usable space and shall not harbor rodents, termites or other vermin.

(b) Fences, retaining walls and similar structures shall be anchored firmly in the ground, shall be constructed in a workmanlike manner and shall be maintained in the same manner so that such fences, retaining walls and similar structures are always in a state of good structural repair and not unsightly. In the alternative, such fences, retaining walls and similar structures shall be removed or replaced.
