1490.10   NUISANCES, UNSANITARY CONDITIONS AND HAZARDS GENERALLY.
   The exterior of premises and all structures thereon shall be kept free of all nuisances, unsanitary conditions and hazards to the safety of occupants, pedestrians and other persons utilizing the premises, and any nuisance, unsanitary condition or hazard shall be promptly removed and abated by the owner or operator. The owner or operator shall keep the premises free of hazards, including, but not limited to, refuse, natural growth and overhangings, which, for purposes of this section, are defined as follows: 
   (a)   Refuse. "Refuse" means an accumulation of brush, broken glass, stumps and roots that presents a safety hazard, including garbage, trash and debris which presents a sanitation and/or a safety hazard.
   (b)   Natural Growth. "Natural growth" means dead trees and limbs or other natural growth which, by reason of rotting or deteriorating conditions or storm damage, constitutes a hazard to persons in the vicinity thereof.
   (c)   Overhangings. "Overhangings" means loose and overhanging objects which, by reason of location above ground level, may fall on persons in the vicinity thereof.
