No license or permit or other certification of compliance with this Exterior Property Maintenance Code shall constitute a defense against any violation of any other ordinance of the Village applicable to any structure or premises, nor shall any provision of this Code relieve any owner, operator or occupant from the responsibility of complying with such other ordinance or relieve any official of the Village from the responsibility of enforcing such other ordinance.
