1448.01   STOP WORK ORDERS.
   Whenever the Inspector of Buildings determines that a building or structure, or any work in connection therewith, the erection, construction, alteration, moving, removing or demolition of which is regulated, permitted or prohibited by this Building and Housing Code, is being erected, constructed, altered, moved, removed or demolished in violation of the provisions or requirements of such Building and Housing Code, or in violation of any detailed statement or plan submitted and approved hereunder, he or she shall serve a written notice or order upon the person responsible therefor, directing discontinuance of such illegal action and the remedying of the condition that is in violation of the provisions or requirements of this Building and Housing Code.
   If such notice or order is not promptly complied with, the Mayor may institute an action at law or in equity to
   (a)   Restrain or correct such violation, or remove the building or structure which is the subject thereof;
   (b)   Restrain the performance of further work thereon; or
   (c)   Prevent the use of such building or structure.
   Whenever, in the judgment of the Inspector, by reason of defective or illegal work in violation of any provision or requirement of this Building and Housing Code, the continuance of a building operation is contrary to public welfare, he or she may order in writing all further work to be stopped and may require suspension of the work until the condition in violation has been remedied.
