Without unreasonable or unnecessary delay, the Inspector of Buildings shall, upon payment of the fee, if any, prescribed in Chapter 208 of the Administration Code (the General Fee Schedule), issue a permit or certificate of occupancy when he or she is satisfied that the work described in the application conforms to the requirements of this Building and Housing Code and all other applicable laws, ordinances, rules and regulations.
If the application, plans and specifications describe work which does not conform with the requirements of this Building and Housing Code or other applicable laws, ordinances, rules and regulations, or does not contain sufficient information, or, in the case of an application for a certificate of occupancy, upon inspection, if the work done does not conform with the requirements of this Building and Housing Code or other applicable laws, ordinances, rules and regulations, the Inspector shall not issue a permit or certificate of occupancy. He or she shall retain one copy of any plans and specifications filed with any application refused. When requested by the applicant, such refusal shall be in writing and shall contain the reasons therefor.
