(a) Two Copies Required. All applications for permits shall be accompanied by two copies of plans drawn to scale with sufficient clarity to indicate the nature and extent of the work proposed, and two copies of specifications shall accompany each application.
Such plans and specifications together shall contain information sufficient to indicate that the work proposed will conform to the provisions of this Building and Housing Code and all other applicable laws, ordinances, rules and regulations. Each set of plans and specifications shall give the address of the work and the name and address of the owner and of the person who prepared them.
(b) Lot Plan Sketch. Applications shall also be accompanied by a lot plan sketch, neatly and legibly drawn to scale by a surveyor registered in the State of Ohio, with the scale not less than fifty feet to an inch.
The sketch shall show all of the following:
(1) All buildings on the lot, existing or proposed;
(2) The distance from the main building to the street right-of-way, side lot lines and rear lot line;
(3) The distances from each other building on the same or an adjoining lot to the nearest side lot line and rear lot line;
(4) The location of the proposed service connection and outlets of the sanitary and storm sewers, electric, gas, cable TV, telephone services and easements;
(5) The topography of the entire lot and extending twenty feet outside the boundaries of the lot, indicated by contour lines of two-foot intervals. Both existing and proposed shall appear.
(6) The location of the temporary electrical power pole;
(7) The diameter, length and location of the driveway culvert pipe;
(8) Point elevations of the garage floor at the overhead door and six feet outside the overhead door; and
(9) Any additional information that the Inspector of Buildings shall require.
(c) Preparation and Certification by Registered Architect or Engineer. When the plans contemplate structural installations or changes or work substantially affecting public health and safety, the Inspector shall require that they be prepared by and bear the seal of a registered architect or registered professional engineer, and he or she may require that they be accompanied by an affidavit of such registered architect or registered professional engineer, stating that he or she has supervised the preparation of the plans and that to the best of his or her knowledge and belief the building or structure, if built in accordance with the plans, will conform to this Building and Housing Code.
(d) Waiver. The Inspector is hereby authorized to waive the requirement that the lot plan sketch be drawn by a State-registered surveyor, as set forth in subsection (b) hereof, and that the plans be prepared by and bear the seal of a registered architect or registered professional engineer, as set forth in subsection (c) hereof, except in those cases where the lot plan sketch or the plans contemplate structural installations or changes or work substantially affecting public health and safety, in the judgment of the Inspector.
