(a) The Inspector of Buildings shall be the executive head of the Department of Buildings and shall give such time as may be necessary for the proper performance of the duties of that office and other duties as delegated to him or her. He or she shall, when directed by the Mayor or Council, or whenever the interests of the Village so require, make investigations in connection with matters within the sphere of his or her authority and make written reports thereon. The Inspector shall examine all buildings and structures in the course of erection, construction, alteration, removal or demolition throughout the Village as often as required to insure efficient supervision, and is hereby charged with the enforcement of the provisions of this Building and Housing Code. He or she shall pass upon all questions relating to the strength and durability of buildings and structures and to the quality of materials and workmanship so far as they affect safety. He or she shall examine and approve all plans and specifications therefor before a permit shall be issued and shall sign and issue all permits, certificates and notices required to be issued. The Inspector of Buildings shall also be responsible for enforcing the provisions of the Zoning Code of the Village as delineated in Chapter 1262 of these Codified Ordinances. Notwithstanding anything contained in this division (a), the Inspector of Buildings shall perform services and shall be responsible to work on a part-time basis only which shall be defined as not exceeding 28 hours per week.
(b) When, in the opinion of the Inspector, any building or structure or any electrical, plumbing or heating equipment, chimneys, flues, pipes or any other equipment appurtenant and accessory to a building or structure in the Village, becomes a hazard to public safety, it shall be the duty of the Inspector to inspect the same. Upon finding any of the things hereinbefore enumerated to be a hazard to public safety, he or she shall thereupon deliver to the owner, lessee or person in possession, written instructions to remove or remedy the dangerous condition in such manner and within such reasonable time as may be necessary.
(c) The Inspector shall review monthly all outstanding permits for work for which a certificate of occupancy or use has not been issued. Thirty days prior to the expiration of any such outstanding permits, the Inspector shall make a written report to the Mayor, describing to whom the permit was issued, the date the permit was issued, the nature of the work for which the permit was issued, the extent of completion of such work, the expected completion date and the reason for delay in completion date and the reason for delay in completing such work.
(d) The Inspector shall, when directed by the Mayor or by a majority vote of Council, attend any regular or special meeting of Council for such period of time as may be prescribed. All such directions to the Inspector shall be in writing or shall be confirmed in writing, and a copy of such writing shall be filed with the Clerk.
