1246.08   VARIANCES.
   (a)   Application by the owner or subdivider for any variance from the requirements of these Subdivision Regulations, or from any pertinent ordinance or regulation referred to herein, shall be submitted in writing, with reasons therefor, with the preliminary plat, for the consideration of the Planning Commission.
   (b)   Where the subdivider can show that, by reason of exceptional topographic or other physical conditions, strict compliance with any requirement of these Subdivision Regulations would cause practical difficulty or undue hardship, the Commission may relax such requirements to the extent deemed just and proper, so as to alleviate such difficulty or hardship, provided that such relief may be granted without detriment to the public good and without impairing the intent and purposes of these Subdivision Regulations, the desirable general development of the neighborhood and the community, any Major Street Plan in effect at the time of the submission of the plat and the Zoning Code. Any variance thus granted shall be entered in the minutes of the Commission setting forth the reasons which, in the opinion of the Commission, justify the variance.
   (c)   The Commission may make the granting of such relief or variance subject to any conditions and safeguards as the Commission may deem necessary.
