(a) Pavement surfaces shall be a minimum of 22 feet, centered in the right of way, provided that such minimum may be increased by the Planning Commission if deemed necessary because of unusual conditions or anticipated traffic volume.
(b) The turning circle at the end of a cul-de-sac street shall be completely paved and shall have a minimum outside diameter of 75 feet.
