1246.03   RIGHT-OF-WAY WIDTHS OF STREETS; SERVICE DRIVES AND EASEMENTS.
   (a)   The minimum right-of-way width of all streets shall be 60 feet, provided that such minimum may be increased by the Planning Commission if deemed necessary because of unusual conditions or anticipated traffic volume.
   (b)   All cul-de-sac streets shall terminate in a circular turn-around having a minimum right-of-way diameter of 100 feet.
   (c)   Easements for utilities shall be provided along rear and side lot lines wherever practicable. Such easements shall be at least 10 feet wide.
   (d)   Where a subdivision is traversed by a drainage way, channel or stream, a storm water easement or drainage right of way, conforming substantially with the lines of such watercourse, shall be provided. The easement or right of way shall be 20 feet wide, or of such additional width as is adequate for the purpose, and shall be generally parallel with rear lot lines.
