1246.02   STREET AND BLOCK LAYOUT.
   (a)   The street layout of the subdivision, in the absence of a Major Street Plan, shall promote the most advantageous development of adjoining areas and the entire neighborhood.
   (b)   As far as practicable, all proposed streets shall be continuous and in alignment with existing, planned or platted streets with which they are to connect.
   (c)   Proposed streets shall be extended to the boundary lines of the tract to be subdivided, unless prevented by topography or other physical conditions, or unless, in the opinion of the Planning Commission, such extension is not necessary or desirable for the coordination of the layout of the subdivision with the existing layout, or the most advantageous future development of adjacent tracts. Cul-de-sac streets of reasonable length will be approved where necessitated by topography or where, in the opinion of the Commission, they are appropriate for the type of development contemplated.
   (d)   Proposed streets shall follow the contour of the land wherever practicable.
   (e)   Proposed streets shall intersect one another as nearly at right angles as topography and other limiting factors of good design permit.
   (f)   Whenever there exists adjacent to the tract to be subdivided a dedicated or platted and recorded half-width street, the other half-width of such street shall be platted, unless, in the opinion of the Commission, it is not in the public interest to do so.
   (g)   Where the development of a subdivision involves the extension of an existing cul-de-sac street, the subdivider shall bear all costs of removing the turning circle and bringing that portion of the street to a condition of uniform width of pavement and right-of-way, including, but not limited to, any necessary removal of pavement, relocation of ditches and regrading.
