(a) Council shall approve the proposed subdivision on determination by it that the requirements of these Subdivision Regulations have been complied with. When streets, rights of way, easements and other interests in land are offered for dedication for public use, Council shall indicate acceptance of such dedication by ordinance, which shall require a title guarantee furnished by the subdivider at his or her cost and which shall further provide for the filing of the final plat with the Recorder of Cuyahoga County upon the issuance of such title guarantee, all at the cost of the subdivider. An appropriate notation of the acceptance of the dedication of such streets or other interests shall be made on the face of the final plat and all copies and shall be signed by the Mayor and the Clerk.
(b) Two of the reproductions of the final plat shall be returned to the subdivider. The original and all other copies shall become the property of the Village.
