The Planning Commission shall be the platting authority of the Municipality and shall administer the Subdivision Regulations. It shall initiate, when appropriate, zoning amendments and recommend uses appropriate for the land. It shall hear and determine application for conditional zoning certificates. It shall review and approve commercial and industrial site plans and shall plan the appropriate development of land. It shall plan the location, construction and vacation of public buildings, thoroughfares, and public and private utilities. The Commission shall perform such other functions as are referred or delegated to it by Council or the Mayor.
