1064.02   THOMAS G. YOUNG RECREATION CENTER RULES.
   (a)   Pursuant to Section 642.14 of the General Offenses Code, no person, within the Thomas G. Young Recreation Center, shall:
      (1)   Cut, injure or deface any tree, shrub, building, fence, bench or other structure, apparatus or property, or pick, cut or remove any shrub, bush or flower, or mark or write upon any building, fence, bench or other structure;
      (2)   Make or kindle an open fire;
      (3)   Use abusive, profane or indecent language, or engage in any conduct that may annoy others;
      (4)   Lead or let loose any animal;
      (5)   Carry firearms or throw stones or other missiles or fly model airplanes or rockets except with the permission of the Recreation Department;
      (6)   Use, consume, carry or bring any alcoholic beverage in or upon the Center; provided that, an organization that has otherwise been authorized to use the Thomas G. Young Recreation Center in any fashion may apply to the Village of Walton Hills for a specific permit to use, consume, carry or bring alcoholic beverages in or upon the Center. Such application shall contain the name of the organization seeking the permit, a contact person for the organization, the address of the organization, the specific dates for which the permit is being sought, and a brief narrative as to why the permit is being sought. The Village legislative authority will consider the application at its next regular or special meeting subsequent to the filing of the application and grant permission by motion duly made and seconded and approved by a majority of the members of the Village legislative authority as otherwise provided by law. The organization that has been granted permission pursuant to this section to use, consume, carry or bring alcoholic beverages in or upon the Thomas G. Young Recreation Center shall maintain liability insurance in an amount not under one million dollars ($1,000,000) and providing coverage for any liability that may arise from the consumption of the alcoholic beverages at the Recreation Center. The organization shall, as a condition to obtaining the permit, agree to indemnify and save harmless the Village of Walton Hills, its elected and appointed officials, officers, employees, volunteers, and other associates from any and all liability that may arise as a result of the use of alcoholic beverages at the Thomas G. Young Recreation Center. Prior to the sale of the beverages, the applicant must provide a certificate of insurance that conforms with the requirements of this section and names the Village of Walton Hills, its elected and appointed officials, officers, employees, volunteers, and other associates as co-insureds;
      (7)   Sell, offer or solicit for sale any goods or merchandise without a special permit therefor from the Village;
      (8)   Bet or gamble in any form or maintain any gambling equipment;
      (9)   Play baseball otherwise than on diamonds set aside for this activity;
      (10)   Hold, conduct or address any public assembly, meeting or gathering or take part in any public debate or discussion without first having a written permit therefor from the Village;
      (11)   Remain, stay or loiter in the Center between darkness and dawn;
      (12)   Distribute any circular, card or written notice, or post, paste or affix any placard, notice or sign, without authorization;
      (13)   Hold, conduct, give or perform any entertainment or exhibition except under the direction of or with the permission of the Recreation Department and Council;
      (14)   Use the baseball fields without a permit therefor;
      (15)   Interfere with the Recreation Director in the exercise of his or her duties;
      (16)   Operate or park any bicycle or motorized bicycle or motorcycle of any kind except at designated bicycle parking areas; or
      (17)   Park any vehicle otherwise than in designated parking areas.
   (b)   All children seven years of age or younger must be accompanied by an adult 18 years of age or older. A child must be through the first grade before he can be left unattended.
   (c)   The Center shall be open from 10:00 a.m. until dark, except for special events.
   (d)   Specific rules pertaining to the baseball fields and tennis courts shall be posted.
   (e)   Complaints of interference with the Recreation Director in the exercise of his or her duties shall be referred to the Mayor.
   (f)   The Center is under the administrative control of the Mayor. All matters pertaining to the Center shall be discussed with the Recreation Director.
