Where the voltage to be carried by such wire or transmission power line is in excess of thirty-three KV, or where additional supporting structures are required for any purpose, the applicant for such permit shall first file with Council detailed plans and specifications in support of the request for such permit, which plans and specifications shall show the course and route of such wire or transmission power line in and through the Village. The form of the permit shall be as approved by Council. Such permit shall be subject to the terms and conditions of all ordinances of the Village pertaining to any franchise rights of the applicant for such permit, and subject to the regulatory powers granted to the Village by the laws of the State in such cases made and provided.
