No person, firm or corporation shall erect or construct, or cause to be erected or constructed, any wire, electrical transmission power line, pole, tower or other equipment for the distribution or transmission of electricity through the streets, alleys, lanes, lands, squares or other public places of the Village without first having obtained a permit therefor from Council, as hereinafter provided.
