(a) The owner or occupier of property on which a septic tank is located shall, not later than three years after its construction and at intervals no greater than three years thereafter, cause such septic tank to be inspected and cleaned to determine its efficiency and the need, if any, for maintenance, repairs or replacement.

(b) The inspections provided for herein shall be made by any qualified and competent firm, person or corporation engaged in the business of constructing, installing, cleaning, repairing and maintaining septic tanks, who shall report his or her findings and recommendations in writing forthwith to the Inspector of Buildings.
(c) The Inspector, after examining the findings and recommendations provided for in subsection (b) hereof and after conducting any additional investigation he or she desires, may order the owner or occupier of the property on which the septic tank is located to cause the same to be cleaned, maintained, repaired or replaced, if such is necessary to cause the septic tank to operate at proper efficiency. The owner or occupier shall promptly comply with the order of the Inspector and cause to be performed the cleaning, maintenance, repairing or replacement required.
