1042.02   NOTICE TO CONNECT; PERMITS; INSPECTIONS; FEES.
   (a)   Notice. Whenever a sanitary sewer is accessible or made available to any property in the Village, the Inspector of Buildings shall notify the owner thereof of such fact and direct him or her to connect to the sanitary sewer and abandon his or her former system of sewage treatment and disposal, in accordance with Section 1042.01. Such notice shall be given to the owner by leaving it with him or her or the person in charge at the property, or by leaving it at the property. Such notice shall be in writing and direct that the connection and the abandonment be effected in not more than 120 days after the date of the notice.
   (b)   Permit Required; Fee; Records. No person shall make any connection with the sewerage system unless the owner, agent, lessee, tenant or occupant of the property to be served by such connection has made application to the Inspector of Buildings for a permit for such sewer connection, pursuant to the rules and instructions attached to such permit and upon which such permit is conditioned and said application must be approved by the Village Engineer and the Inspector of Buildings. The fee for such permit shall be as set forth in Chapter 208 of the Administration Code (the General Fee Schedule). Such fee shall be payable when the application for a connection is made and shall be paid in addition to the inspection fee required under subsection (c) hereof. The Inspector shall keep a permanent record of all applications made and permits issued and of all inspections made pursuant to this chapter. The Inspector shall also be charged with enforcing compliance with the tie-in provisions of this chapter.

   (c)   Inspections; Fees. All connections to sanitary sewers provided for in this chapter and all work done in accordance with a connection permit issued pursuant to subsection (b) hereof, shall be subject to periodic and final inspections by the designated representative of the Village. In addition to paying the connection permit fee required under subsection (b) hereof, the person responsible for making such connection shall pay an inspection fee to the Inspector of Buildings at the current rate on file at the Village Hall at the same time the permit is issued.
