(a) No person shall attempt to make any physical connection, by means of pipes or otherwise, with the water mains owned by the Village for the purpose of obtaining a supply of water therefrom without a permit therefor duly issued by the Mayor after approval of plans and specifications therefor by resolution of Council and after prior approval in writing of such plans and specifications by the Commissioner of the Division of Water of the Department of Public Utilities of the City of Cleveland.
(b) No person shall make a physical connection, by means of pipes or otherwise, with the water mains owned by the Village for the purpose of obtaining a supply of water therefrom without a permit therefor duly issued by the Mayor in the manner provided in this chapter.
