Moneys collected for permit charges shall be deposited by the Treasurer in a separate and distinct fund, subject to appropriation by Council for any maintenance and operating expenses incurred by the Village pursuant to the direct service contract with the City of Cleveland or otherwise, for supply of water into and through the aforesaid water main enlargement or extension thereof in the Village and/or for any construction, enlargement or extension thereof which Council, in its discretion, shall contract in behalf of the Village to construct.
