(a) General Service Connections. No permit for a service connection to a water main owned by the Village shall be issued except upon payment in advance, to the Treasurer, of a permit charge as set forth in Chapter 208 of the Administration Code (the General Fee Schedule), which charge shall be exclusive of and in addition to any charges made by the Division of Water of the City of Cleveland for installation of any service connections:
(b) Fire Service Connections. Fire service connections, usable solely for fire protection and not tapped or used for any other purposes, shall be permitted only when the premises to be served have separate general service connections for general supply of water. Fire service connections shall meet all requirements of the Division of Water of the City of Cleveland and shall be provided with adequate detection valves in the street vault for surveillance of any use of water, except in the emergency of fire, with all outlet valves on hydrants, hose connections, drips, blowoffs, etc., exclusive of main controlling valves, closed and securely sealed by the Division of Water of the City of Cleveland and so installed as to be accessible for purposes of inspection at all times. Fire service connection charges payable in advance to the Treasurer exclusive of and in addition to all charges made by the Division of Water of the City of Cleveland, shall be as set forth in Chapter 208 of the Administration Code (the General Fee Schedule).
