1026.07   ORDERS TO TRIM, PRESERVE OR REMOVE TREES.
   When the Street Commissioner finds it necessary to order trimming, preservation or removal of trees or plants on private property, he or she shall serve a written order upon the owner, occupant or other responsible person.
   The order shall state a time limit for compliance. In cases of hazard to humans or public property, the Commissioner shall require compliance immediately upon service of the order.
   A person to whom an order is issued may, within twenty-four hours, appeal the order to the Mayor, who shall review the order within three days and issue his or her decision thereon. If the order is not revoked or modified it shall be carried out forthwith.
   If a person to whom an order is directed fails to comply within the specified time, the Commissioner may remedy the condition or contract with others for the work to be done and charge the cost thereof to the person to whom the order is directed. If such person does not pay for the work done, the Village may take such remedial steps that it has to be reimbursed.
   Anyone remedying a condition under a contract made hereunder may enter premises for the purpose of doing the prescribed work.
