(a) On Public Property. The Street Commissioner shall keep all trees standing upon any public place in the Village trimmed so that the branches of the trees projecting over any public sidewalk or private driveway or into any public street beyond the curb line shall not conflict with the public welfare.
(b) On Private Property. All trees standing on private property in the Village, which trees have branches projecting into public highways or other public places, shall, under the supervision of the Commissioner, be trimmed by the owner or occupant of the private property so that the lowest branches of the trees are not less than nine feet from the ground where they overhang any public walkway or public place, or less than thirteen feet over a public highway.
(c) By Public Utilities. A public utility intending to trim trees on public property shall submit a sketch or drawing showing the names of streets, intersections, sides of streets and house numbers when it applies for a permit. This information shall be submitted to Council's Road Committee for the Committee's study before a permit can be issued. All costs of trimming and inspection, if needed, shall be borne by the public utility.
