Any applicant, other than a public utility, seeking permission to make a street opening or to install or extend any facility on Village property beyond the side line limits of his or her property shall first submit plans and specifications therefor to Council, and obtain approval thereof by resolution prior to commencement of the work. In the case of water service and sewer connections in Business and Industrial Districts, plans and specifications therefor shall be submitted to Council and its approval thereof obtained by resolution prior to commencement of the work.
