The opening and restoration of a pavement or other surface shall be performed under the direction and to the satisfaction of the Engineer, the Street Commissioner or the Inspector of Buildings, as directed by the Mayor, and in accordance with such rules, regulations and specifications as may be approved by Council. The Engineer, Street Commissioner or Inspector of Buildings, as the case may be, shall inspect the opening and restoration and shall be paid at the current rate on file at the Village Hall for such inspection, such charge to be borne by the permittee.
