1024.03   SECURITY DEPOSIT AND INSURANCE REQUIREMENTS.
   Before the permit is issued, a cash deposit of two thousand dollars ($2,000), plus one thousand dollars ($1,000) for each additional opening, not to exceed ten thousand dollars ($10,000), or a surety bond in a similar amount, shall be posted with the Clerk to cover the cost of restoration, conditioned upon prompt and satisfactory refilling of excavations and restoration of all surfaces disturbed. However, in the case of an open cut across or through a paved surface, the cash deposit or surety bond shall be two thousand dollars ($2,000). Permission to make an open cut through pavement shall be granted only in cases where no other means of completing the project is feasible. Before any work is begun, the permittee shall also furnish a certificate of public liability insurance evidencing personal injury (including death) coverage of two hundred thousand dollars/six hundred thousand dollars ($200,000/$600,000) minimum limits, and one hundred thousand dollars ($100,000) coverage for property damage.
