1022.08   LAYOUT AND ACCESSIBILITY AS CONSIDERATIONS FOR ACCEPTANCE.
   In addition to the above requirements for construction of streets, no street shall be accepted for dedication if, in the opinion of Council, a street or streets connecting thereto may not ultimately be laid out and constructed by the owners of adjacent, adjoining or surrounding land to permit the fullest development of such land for any lawful use or to permit the police and fire services of the Village the most direct and certain access to such adjacent, adjoining and surrounding land in the preservation of public peace, health and safety.
