The Street Commissioner and Inspector of Buildings shall be given ten days' notice in writing, addressed to the Clerk, of commencement of construction of a street or streets by allotters or owners of land, and once each day that construction is in actual progress on such street or streets the Inspector or his or her duly authorized agent shall make an inspection of actual construction in relation to the requirements therefor under this chapter, and the Inspector shall make a written report of findings on each day actual construction is in progress. Each such written report shall be presented daily to the Mayor and reported by him or her to Council. At the conclusion of the construction of such street or streets, the Street Commissioner shall render a full written report and summary of the Inspector's findings together with the Street Commissioner's own observations to the Mayor, to be reported by him or her to Council.
